INDIVIDUAL EDUCATION PLANS

The Association for Bright Children of Ontario is pleased to provide you with a resource related to programming for gifted students, Developing Individual Education Plans for Gifted Students. This is the second edition of a publication that explains how current wisdom about teaching gifted students can be demonstrated through the IEP. IEP templates with explanatory notes and samples of plans for gifted students are included.

MANDARIN: Explanation of an IEP Form and Sample Individual Education Plans for Gifted Students (pdf) - The IEP example section with Mandarin commentary now available!

Developed in consultation with the Ministry of Education, Special Education Policy and Programs Branch, these samples extend the direction provided by the 2004 Individual Education Plan Resource Guide. While there have been changes in the content in a new electronic format, the general principles and content remain the same.

While the explanatory information is aligned with Ministry publications from the 1980’s to the present, including Education for All, ABC takes responsibility for that content.

We welcome your comments and suggestions for future editions of these examples. They can be directed to This email address is being protected from spambots. You need JavaScript enabled to view it..

We hope that this material will provide clarification regarding how modifications of content, pace, instruction, and outcome, changes fundamental to meeting the needs of students with advanced cognitive abilities, should be outlined for the benefit of teachers, parents, and students alike.

The IEP Basics

An Individual Educational Plan (IEP) is a working document outlining what will be done to meet the needs of a student. It does not cover the day-to-day details of what happens in a classroom.

If a child is identified as gifted by an Identification, Placement and Review Committee (IPRC), an Individual Educational Plan is required by regulation.

You should receive an IEP for each reporting period unless you waive the right: three times per year for elementary schools, two times per year for semestered secondary schools and two or more times for non-semestered secondary schools.

Educational interventions may be undertaken without an IEP or without formal identification: a teacher sees a need and responds.

When a school develops an Individual Education Plan (IEP) for your child, you should be consulted.

Because one electronic IEP for a student may be replaced with another, thus eliminating a historical record, we encourage parents to maintain a file with every version of every IEP. The Ministry’s electronic examples of IEP forms can be found here.
